Before any lithium battery pack ships by air, sea or road, it needs a UN 38.3 test report. The question is whether that report covers the cells you are actually buying.
What UN 38.3 Covers
UN 38.3 is the United Nations transport test for lithium batteries. It covers eight tests: altitude simulation, thermal (temperature cycling), vibration, shock, external short circuit, impact/crush, overcharge and forced discharge. A compliant pack has a report covering these tests for the exact battery type and cell configuration being shipped.
What Buyers Should Check in the Report
1. Does It Cover the Exact Model and Batch?
The report must match the cell model, pack configuration and capacity you are ordering. A report for a different cell or a similar-looking pack is not evidence for yours.
2. Is It Issued by the Manufacturer or a Qualified Lab?
Confirm who issued the report and that the manufacturer or testing laboratory is named. Keep the full report, not just the summary page, in your compliance file.
3. Does It Match the MSDS?
The UN 38.3 report and the MSDS (Safety Data Sheet) should describe the same product. Shipping and customs agents will ask for both documents together.
4. Is It Current?
Check the report date and whether the same cell configuration is still being produced. Re-testing is required when the cell or pack design changes.
5. What Else Does Your Forwarder Need?
Beyond UN 38.3, most shipments need an MSDS, a shipper's declaration, and for some destinations additional documentation. Confirm the full document set with your freight forwarder before production starts — not when the goods are at the warehouse.
